It was possible to notice that one of the most significant factors is the location of the Program in non-urban areas, as well as in urban areas that still have large deficits of public services and facilities. This accounts for the difficulty that the municipal government has in managing access to land in quality urban conditions in a city that expands unsustainably and where the land problem is constant.
