Abstract The Real Estate, Residential and Service Complexes (CIRS) are plurifunctional enterprises that require a long period of time to be completed and whose production involves inter-scaled actions. They are designed under a global-local logic in which the place adjusts itself to monetary requirements as a condition to fit new modernizing standards. Governance evidences the leading role of private capital, although the State is a fundamental agent that regulates and ensures the viability of the business. Based on this, this article analyzes the urban governance of this entrepreneurial type of urban planning that resulted in the design of the CIRS Reserva do Paiva, in the Metropolitan Region of Recife. The main criticism that arises is that these real estate complexes are a conservative response of urban planning to current urban problems and, when they are designed and produced under the keynote of socio-spatial exclusiveness, they deny the city as a whole and do not contribute to the overcoming of its problems.
