Tensions of Brazilian Social Policy: Between the Welfare Apparatus and the Criminalization of Social Issues in Brazil

Abstract This article presents reflections on the capitalist state and the changes in the criminal and welfare policies in Brazil during the neoliberal phase of capitalism. The study examines the conservative hegemony in the welfare state and the criminal policy, which offers a character of punishment and assistance to the management strategies of the social issues under Brazilian dependent capitalism.
