Public policies in the development of large urban restructuring projects. The Case of Puerto Norte in Rosario, Argentina

Abstract This article intends to critically reflect on the development of large urban restructuring projects, focusing on the role of public policies and the effects and conflicts related to them. Our case study is the Special Plan of Puerto Norte in Rosario-Argentina. Through a critical-interpretative analysis, we focus on the impacts relating to: regulatory update; socio-spatial segregation; recovery of public spaces and the valuation of heritage/identity. The reflections resulting from this case contribute to knowledge of and debate on the experience of Large Urban Projects in Latin America, especially concerning the importance of the multi-sectoral and multi-actor approach that their complex problems require.
