Abstract The present article has two objectives. It presents results of empirical research with activists of the movement in defense of the social assistance policy and demonstrates aspects of mutual constitution between movement and public policies in the process of mobilization for the regulation of the Organic Law of the Social Assistance (LOAS), that serves as the basis for the implementation of SUAS (Unified System of Social Assistance). Through the analysis of the professional trajectories of the activists involved in the construction the politicy, we demonstrate the links between the construction process and the formation of the movement. On the other hand, it reflects on the method of analyzing trajectories as a methodological tool for analyzing the relations between social movements and public policies, by demonstrating that the research design and the choice by this method made it possible to advance in the discovery of these links.
