Abstract: The article discusses the relative strength of special needs education institutions in a social game for the achievement of disabled people social rights. It is an ethnographic research and has the game model, developed by Elias (2005) as its main foundation. The centrality of special needs education institutions in the context of inclusive education policies is based on two interdependent devices: 1) the production and dissemination of knowledge on the intervention methods with people living with disabilities, under a medical-clinical perspective, and 2) the assistentialist side of economic and political liberalism.
